[MDC-524] simetbox-openwrt-luci: lac-bcop-1 MR-03: enforce use of TLS

Ensure we build one of the luci-ssl variants.  Because of upcoming
WPA3 and other needs, we sort of prefer luci-ssl-openssl (that's the
one that gets selected if none is selected).
